It means that no matter what cards are drawn you can not improve your hand as your opponent has a better hand . For example if you are drawing to make a flush but your opponent already has a full house then you are drawing dead

What are monster hands and how do you play them pre flop?

AA and KK are the monsters and you should almost always raise and re raise , no matter what the action is.
